3. The legions behind-the-scenes

To properly create the huge crowd scenes supposedly shot in the well-to-do area of the Capitol, legions of behind-the-scenes helpers were required to help things run smoothly. Somewhere in the realm of 1800 costumes were required to be created for the citizens of the Capitol-while thirty-five full-time make-up artists were required to keep the main cast and around 500 extras looking spic and span, with both fancy futuristic make-up and old-school roughed-up looks needed.
